The NPP Policy Committee on Health has issued the official timeline and financial breakdown for the Afari Military Hospital project. This is in response to comments made by Hon. Kennedy Agyapong, who alleged that the administration accomplished nothing over an eight-year period.
Outlined below is the precise chronology and incontrovertible facts:
1. Between 2008 and 2013, the hospital was initially contracted for a site at Sofoline, Kumasi, but underwent several relocations before finally being established at Afari.
2. In 2014, physical construction officially commenced at the Afari site.
3. By December 2016, after several years of delays, construction had reached only 40% completion.
4. From 2017 to 2024, under the NPP administration, the project entered an accelerated phase, progressing steadily from the 40% baseline. As of September 2024, significant infrastructure milestones were nearly completed:
a. Civil works on the core hospital: 97.5%
b. Overall core hospital facility: 92.5%
c. Architectural works: 87%
d. On-site road networks: 80%
e. Landscaping and support facilities (including staff housing): 77%
5. By January 2025, the overall project completion officially reached 98%. Claims suggesting the facility is only 60% complete are entirely inaccurate.
6. Regarding the financial status, the original contract sum of US$180 million (financed by a loan) has been fully paid.
7. The US$19.3 million for previous relocation delays has also been fully settled.
8. Out of a negotiated extra claim of US$3 million, US$2.5 million has been paid.
9. The only outstanding amount owed to the contractor is US$500,000, not the US$85 million claimed by some officials.
10. According to Article 4 of the Party’s Constitution, all senior members, including Hon. Kennedy Agyapong, are reminded that public commentary should be based solely on established facts. If any member disagrees, the appropriate course of action is to raise the issue internally through the Party’s official channels, where it can be verified against existing records, rather than making unverified claims publicly.
11. The objective remains clear: to settle the remaining US$500,000, complete the final minor works, and hand over this 500-bed facility to serve the Ghana Armed Forces and the people of the Ashanti Region.
