The Ministry of Finance has allocated GH¢350 million from the Contingency Fund to the designated accounts of the National Disaster Management Committee, aimed at financing emergency flood relief and mitigation measures in response to the severe flooding that has impacted various regions of the country.

This allocation follows a directive from President John Dramani Mahama to the Finance Minister, Dr. Cassiel Ato Forson, to mobilize resources from the Contingency Fund to support immediate relief efforts and enhance flood mitigation strategies.

In accordance with Article 177 of the 1992 Constitution, the Finance Minister obtained parliamentary approval through the Finance Committee prior to the withdrawal from the Contingency Fund.

Subsequent to Parliament’s approval, the Minister for Finance authorized the Controller and Accountant-General to release and transfer GH¢350 million from the Contingency Fund to the National Disaster Management Committee for the implementation of the National Emergency Flood Response Programme.

In compliance with the Minister’s directive, the Controller and Accountant-General established a dedicated National Disaster Management Committee Account at the Bank of Ghana, into which the full amount of GH¢350 million has been transferred. Consequently, the designated account has been fully credited with the approved funds.

Of the total allocation, GH¢200 million is designated for urgent relief efforts for flood victims and affected communities, while GH¢150 million will be utilized for flood mitigation measures aimed at reducing both the frequency and impact of future flooding.

This fund transfer operationalizes President Mahama’s directive for an immediate governmental response to the flood emergency, ensuring timely assistance to affected communities while also supporting long-term initiatives to mitigate the effects of future flooding.
